Proclamations are currently used within the governing framework of some nations and are usually issued in the name of the head of state. A proclamation is (usually) a non-binding notice.

and what of the phrase: “by the Grace of God King of Australia and his other Realms and Territories”
“by”? by the Grace of God, King of Australia? That’s not what it says.
But more striking are the signatures. Is this supposed to be a legal document? Because those are not the legal names of the signatories.
