PROCLAMATION King of Australia

I literally laughed out loud, a sick joke, has to be.

A proclamation (Lat. proclamare, to make public by announcement) is an official declaration issued by a person of authority to make certain announcements known. Proclamations are currently used within the governing framework of some nations and are usually issued in the name of the head of state. A proclamation is (usually) a non-binding notice.

After taking into consideration a proclamation is an announcement, and may not be legally binding, what of the “PROCLAMATION”?

… do now proclaim Prince Charles Philip Arthur George to be King Charles the Third, by the Grace of God King of Australia and his other Realms and Territories, Head of the Commonwealth, and, with hearty and humble affection, we promise him faith and obedience:

Now within the rules of English and grammar one will find rules for the use of commas. eg

do now proclaim Prince Charles Philip Arthur George to be King Charles the Third, by the Grace of God King of Australia and his other Realms and Territories, Head of the Commonwealth,

The above would be true.
and what of the phrase: “by the Grace of God King of Australia and his other Realms and Territories”
“by”? by the Grace of God, King of Australia? That’s not what it says.

But more striking are the signatures. Is this supposed to be a legal document? Because those are not the legal names of the signatories.

General David John Hurley signed as “David Hurley” Governor-General
Governor-General of the Commonwealth of Australia? Governor-General of Australia? Governor-General of Canada?
